US senators are meeting during the weekend for the first time since the government shutdown began over a month ago, but expectations for a cross-party deal on how to end the standoff appeared to recede as Republican senators proposed a proposal toxic to Democrats: eliminating the Affordable Care Act, called Obamacare.
Deepening Impact of Government Shutdown
The impact on US citizens from the longest shutdown of the US government in history worsened on Saturday, as federal workers went without pay, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
President's Plan from Golf Course
As weekend meeting got started, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by health savings accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Support
Several Republican senators welcomed the proposal, which is comparable with a alternative for Obamacare put forward in 2017.
"We will replace this failing program with something that is actually better for the patient," one senator stated.
Another senator praised Trump's proposal on social media, and stood next to a large print of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator wrote in response to Trump's proposal. "We need to stop public funds from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."
Opposition Reaction
Opposition senators expressed concerned reactions to Trump's plan.
"Essentially, Donald Trump's 'proposal' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another senator reacted to the criticism of carriers by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Seriously? Then I welcome your support for universal healthcare."
Continuing Negotiations
The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an willingness to an emerging plan from a handful of centrist lawmakers to terminate the closure in exchange for a later vote on the ACA payments.
One Democratic senator, who is leading the talks among moderates, said that Democrats "require another path forward" after Republicans turned down an offer to reopen the government and extend the subsidies for a year.
Another senior Democratic senator persisted in arguing that Republicans should agree to a one-year extension of the payments before negotiating the future of the tax credits.
"Doing nothing is irresponsible because people will go bankrupt, people will lose insurance, people will get more ill," the senator stated in a Senate address. "That's what will happen if this Congress fails to act."
Political Situation
Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of several Democrats to restart the government, and the concept of eliminating and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.
Several analysts suggested that the essence of such a plan would eliminate the ACA's mandate that insurance companies cover individuals with existing health issues.
After his resort visit, Trump returned to his residence and reiterated on his insistence that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a version of the plan that was unsuccessful to secure enough backing in 2017.
