Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are waged: optimistic declarations are delivered from different nations. Significant resources is expended on restraining certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor missile launches from Russian territory, a capability provided through up-to-date information. From witness perspectives, defense planes that had been dispatched to intercept incoming aerial threats roared overhead – sophisticated military planes supplied to Ukraine by Western partners.
Shortly after, Kyiv's missile defense thundered: defensive missiles targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, most likely provided by allied countries. Every deployment jolts you unexpectedly, rattling buildings. The instant of fear quickly transforms into grim resignation: perhaps the approaching threat won't hit its mark this time, protecting urban areas from devastation and additional electricity failures.
Persistent Threats
Soon after, a large-caliber weapon engaged a aerial vehicle close by, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the hostile drone – it pressed on overhead toward its objective.
Intermittently, this continued until dawn. Kyiv greeted the early updates: several casualties, destruction and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – enduring hostilities. But those entire period demonstrated Ukraine's critical military reliance on Western support – a dependence that regional partners are evidently unprepared to fill in the short term.
Unsuccessful Negotiations
The comprehensive proposal from American leadership generated strong feelings, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new approach from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually secure success. This cycle will, undoubtedly, endure.
Strategic Calculations
It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a premise understood by experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The US administration believes that it is impossible to compel Moscow to relinquish the land that it currently occupies in Ukraine's south or east.
The problem is that while acknowledging this situation, Washington does little to prevent Kremlin actions, through words or deeds, from assuming that the current condition will not evolve additionally in its advantage in the coming year.
Opposing Positions
Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to stop fighting, but they will persist as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing people and territory but preventing a total frontline collapse until situations evolve in its advantage.
Present Conditions
Factually, there are no genuine requirements for a armistice. Now, individual motivations are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their priority does not shift toward internal issues. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to eliminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, recent disclosures, all did their job.
While new initiatives based on old ideas are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and show specific hesitation to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
