Two more people are now in custody related to a theft at London's Heathrow Airport where 21 people sustained injuries by a substance believed to be pepper spray, as stated by police.

A 24-year-old man, was arrested in the Lambeth area on suspicion of theft and assault and a woman, 23 was detained for suspected conspiring to commit a robbery. Both individuals remain in custody, authorities confirmed.

The arrests follow a probe into an attack at the multi-storey car park at Heathrow's Terminal 3 this past Sunday. Prior to the incident, a pair of female travelers were robbed of their suitcases upon exiting a car park lift.

A toddler aged three was among the those hurt during the incident. Five people were taken to the hospital for treatment and were later released.

Police detained a man in his thirties for suspected theft and assault close to the location. He has since been released under investigation while inquiries continue.

Police were alerted at approximately 8:10 in the morning GMT following reports of several individuals injured by a noxious substance believed to be pepper spray.

The assault - an event that authorities stated was a standalone incident and not being treated as terrorism - resulted in delays to rail services and the temporary shutdown of the main airport tunnel and the Terminal 3 parking facility briefly.
